Black Named Project Manager for Convention Center Expansion

The founder and president of CB Urban Development, Charles Black, has been selected by the San Diego Convention Center Corporation (SDCCC) to serve as project manager for the proposed expansion of the San Diego Convention Center.  As project manager, he will assist the corporation’s executive management team and the San Diego Unified Port District staff with managing an 18-24 month Entitlement, Environmental Impact Review and California Environmental Quality Act processes.  

“Charles has exactly the kind of experience and expertise we need to move this important civic project forward,” said Mayor Jerry Sanders. “He’s very well respected by his peers, and I’m looking forward to having him join the team.”

A long-time San Diego resident, Mr. Black has significant experience as a real estate executive and as a lawyer in the development, entitlement, financing and implementation of complex real estate projects. As president and chief operating officer of the San Diego Padres, he acted as chief negotiator and project manager of the PETCO Park development team, which led to the successful development of the ballpark. He currently serves as lead negotiator for the City of San Diego’s Civic Center Project and the San Diego Unified Port District’s Chula Vista Bayfront Master Plan. Formerly, he was an executive vice president of JMI Realty and vice president of the Irvine Company’s San Diego region. 

Mr. Black was awarded the contract for his outstanding qualifications and based on requirements set forth in a Request for Qualifications issued by the SDCCC last month. He will begin work immediately.   

The SDCCC recently acquired six acres of bayfront land adjacent to the current facility allowing the expansion to move forward. According to data presented to the Mayor’s Citizen Task Force on the Convention Center Expansion, the project could mean an additional $698 million annually in regional economic impact, $17.1 million in new tax revenue and 6,900 new jobs in addition to the 12,500 jobs already supported by the Convention Center.
